Authorities have arrested a 22-year-old Jersey City man in connection with a fatal 2021 hit-and-run crash on Route 440.

According to Hudson County Prosecutor Esther Suarez, the Hudson County Regional Collision Investigation Unit arrested Kristopher Khusial today in connection with the November 3, 2021 hit-and-run crash that killed 36-year-old Phillip Delancy of Jersey City.

Khusial is charged with Knowingly Leaving the Scene of a Motor Vehicle Collision Resulting in Death and Endangering an Injured Person.

On November 3, 2021, shortly after 9:30 p.m., the Jersey City Police Department responded to the area of 740 Route 440 in Jersey City after receiving a report that a pedestrian had been struck.

The officers found Delancy with life-threatening injuries in the northbound lane of the roadway. Delancy was taken by Emergency Medical Services to Jersey City Medical Center where he was pronounced dead a short time later. The vehicle involved in the collision had left the scene. 

According to state police statistics, in 2021 pedestrian deaths were up by 22 percent in New Jersey, the highest number of pedestrian fatalities in more than 30 years.

Khusial was arrested without incident at the Hudson County Prosecutor’s Office and released on a summons pending his first court appearance on June 20, 2022.
